Non issuance of Cheque book

I hold saving account with Margao, Goa branch, Since last 1 year I am operating the account without cheques. When i enquired with the branch manager Mr Jack, he told me that cheque book can not be issued because of one cheque got bounce in 2004.

Why cant you reconsider this or else I have to dicontinue the relation with your bank,
