Milk retailer charging more money in place of MRP

Hi i m vivan, i m staying at madhapur, hyderabad. in this area i have noticed one thing that is all the milk booth parlor charging more money in place of MRP which is printed on milk packet. whenever i asked about that they told me we are consuming electricity for milk packet so that we are charging electricity amount also from you.i have never seen such type of reply in any other state.why government not taking action against them.if they can do like this then after some time all the other shop keeper like general store will also same.
