Extreme delay of e-money orde

Dear Sir,

I send a e-money order of Rs.- to the Address of Ch L P Deepti, Rajanagaram (PO), NH-5, GSL Medical College & General Hospital, RAJAHMUNDRY, East Godavari District, Andhra Pradesh from RK Puram, West Block-viii, New Delhi-110066 Post Office on 16 Jul 09. So far it was not delivery the money to the Addressee. What this, why it was delay.

Actually i want to put/file a case in the Consumer Forum. But some body advised me to lodge a complaint through net service. Few months back also i sent money through this post office. that time also it was delayed. after 20 days it was delivered. my daughter wrote a complaint on the money issue form. then rajanagam post master sent a apology letter to me to delhi to apologize him. why this time also delayed.

Plse kindly investigate the matter and solve this problem as early as possible or advise me to do what i have to do. plse pay some attention on this
