NRI Account closing

I am Gunjan Shah. I have opened my NRI account in ABN Amro bank. As per the scheme I can keep my balance zero till 6 months, then after I have to maintain minimum balance of 25000/- INR. I have opened my account in november. Now I want to close my account. But they are saying that I have to pay 3300Rs. to close the account. It is being debited to my account. How can I just pay this much money. This bank clearly doing fraud with the people. Please help me out in this concern. How can I proceed now?
