Delay in delivery, Increase in Int Rate

I booked Hyundai I10 from Modi Hyundai Motors on Daserra thinking that I will get delivery in diwali. But they could not deliver my car on Diwali. I wanted to take loan for the car. and the rate of Interest agrreed was 9.5%. Now company is came back saying rate of interest is increase to 10.17%. I told this delay is not from my side so you have to give me same rate of interest. Now they are saying you cancel the order... I had already given advance of Rs. 25000. They are saying we will deduct 3%... Is this right. Already I had waited long for my car. They have to give conpensation for this.
