Police Dept demanding money to complete procedure for getting RC Book

The police dept at the motor vehicle in kolkata are demanding a handsome amount of money in order to complete the verification procedure at the concerned bank so that we can get our RC Book of our car. Its almost 4 months & we havent got any proper response from the department. The car is in the name of my mother inlaw who is 60 yrs old. She herself went to submit the form cause the agents were asking for 2000 rupees to do the work. Now the concerned department themselves are harrassing us for a crime that is &-We own a Car.

Will this complaint be heard by the right person & action taken upon it???
