Over Charging

I had asked for a Mountian Dew can, MRP 15. The can was cold so he wanted Rs. 2 extra i.e Rs. 18 in total, when I refused to pay the extra amount he said that he would not sell it to me, I agreed and asked him to give me a bill for the purchase which he refused and returned the money even though d I did want to purchase the can of Mountain Dew. What do I do in such circumstances when the shopkeeper has the audacity to refuses to sell me the item as well as issue a bill.

The shop is located in Bandra West MUmbai 400050, at New Kantwadi, Bld. Name Mayflower, the person in charge of the shop is Mr. Sohan R. Borana.
