Extensive Power cut

I'm living in Bhagsipura area of Ujjain, which is division heaquarters and we are facing a scheduled power cut of 7 hrs a day and unlimited unscheduled power cut. I have also registered a complaint againts the company on www.mpsamadhan.org but I got a rediculous reply from there. They are saying that the line loss on our feeder is more than 77%, we are geniune consumers of electriciy, we are paying our bills regularly then why are we being harrassed. I had talked to the concerned officers as well but all are saying the same thing i.e. line loss issue. I don't know where should I go and register a complaint agaist the company.

And mind it, this power cut has started in Nov'08 and increasing day by day.
