Unnecessarily high amount of penalty

I am a small reatalier in the city of indore in M.P., i operate my business in apollo tower, a month ago on 26/09/09 few mpeb personnels came and made a test check and found our meter`s seal tempered, on account of wjhich they seized our meter, it was explained by us that the meter is not in our custody and the apollo tower condonium has the full charge of all the meters (power house) but the officer incharge was in no position to hear our plea, he straight away took our meter and charged it for testing, in testing there were no signs of tempering as was explained to us but stilll they made a 36 months average billl which was very high and was not necessary they chaarged us a penalty of 33, 000/- and now force us to make the payment as soon as possible, we hereby condemn this penalty because it is not under law and would like you tto take some immediate actions against the M.P.E.B. and do the needful.
