Increasing the electricity bill

Espected sir/madam

my friend is facing a problem related with electricity bill. he is middle class person actually bill was suddenly increased within 1 to2 month. he could not understand so he had given the 20 thousand to a contractor who is appointed from mpmeb, vinay nagar, Gwalior M.P. but he ran away and they went to mpeb office but they are demanding bribe he was not able to pay according to them so he had filed the case to decrease the bill but they have no money to fight now he want to pay into emi but official people demand the bribe. he said to me so i am sending you mail sir please shot out his problem he is in problem.please help on it.
