Wrong joudgement on electronic fault

Sir, I am a shopkeeper. I always pay my electricity bills on time. There was a electronic fault in my reading meter that`s why it could not read proper since last three months. But I was paying bills properly. One day a team came from Electricity Board and did proper invastigation and checked the meter. After some days they gave report on checking that it was a tecnical fault and we were not responsible for that fault in meter. But now they gave me a notice for paying Rs 4682.I have not paid more than Rs 500 for monthely charge of electricity. Rs4682 due to misread of disorder meter which was a tecnical fault and i am not resposible for that anyhow. So plz help me.
