Not provide me gas connection

Dear Sir,

I, am posted in Simdega Civil Court, I transferred my gas connection from Patna to Simdega which is in the name of my father, but in Simdega M/s Anita Gas Agency is not accept my transfer paper. He said it is not proper transfer because it is in the name of my father. He ask me to give residential proof in Simdega district, which is not possible. Kindly provide me information about this is it possible or not? Lastly I agree and say please give me another connection without stove because I already purchase stove. Then he say alright but till 15.10.08 he does not give me new connection. I am suffering from harassment till last 4 four month without connection. Kindly provide me information about this soon otherwise I am free to go before any competent authority either civil or criminal nature.
