HARRASSMENT ON A BUSINESSMAN BEING TO MINORITY COMMUNITY

I am a mediocar businessman of repute in the field of Pumpsets and other accessories. A cash credit loan of Rs. 10 lakhs for the operation of the said purpose exists in my favour in the Indian Overseas Bank, Kanachi Branch at Mollarpur (West Bengal).

In confirmity with the local demands of all agril implements i.e. Powertiller, Tractor, STW etc I am obliged to shift my focus of attention from my earlier sector to the later. For the said purpose, I have send the proposal of Rs. Fifty Lakh as cash credit and Rs. Twenty Lakh for the constructions of Showroom through the Branch Manager Indian Overseas Bank, Kanachi Branch at Mollarpur (West Bengal) to Chief Regional Manager (Non-Metro) regional office, Indian Overseas Bank, Kolkata-16, giving sufficient colateral and liquid securities on May.

After a painstaking process of hazardous and arduous humiliation imparted by the Regional Office (non-metro) of IOB and regularising my all existing loan A/c., only a cash credit loan of Rs. 25 lakhs and Rs. 15 lakhs for construction purpose was sanctioned on December.

The then branch manager of the I.O.B., Kanachi Branch was kind enough by providing me an over draft of Rs. 3 lakhs for the pursue of buying two tractors on January getting the sanction letter from Regional Office. Quite obviously, to materialise my requirements I undertake all the ventures, viz. valuation, lawyer's report etc.

After 3 days I came to know from the Branch that all the transaction and financial assistance earlier directed in my partial favour, had totally been stopped as per the order of the Regional Office. What is most shocking and banal is that I am not at all duly informed with a suitable cause.

In the mean time the foundation work was done duly by my own contribution. And the then manager has been transfered.

The new manager of the I.O.B., Kanachi Branch perhaps influenced by the awkard subordinates, makes a mess of the whole situation. He willy-nilly and with callousness expresses his inability and imposes all responsibility on the Regional Office. And the chief Regional Manager days in and days out harrasses me without any positive result.

The cost of previously purchased five tractors are not fully recovered because wihtout registration concerned parties did not pay total amount. For registration TCR by the R.T.O. is necessary, which in turn demands the availability of showroom. All previous dues of the said business is not recovered and I am suffering from a huge financial loss. Other two tractos purchased from the over-draft are in my friends house and these two are going to be damaged without shade and maintenance. The accounting loss is Rs. 1, 27, 63, 000/- (Rupees One crore twenty seven lakhs and sixty three thousand) on the date. As my all properties are mortgaged to the I.O.B. Kanachi Branch, I cannot go to other banks. As a result all my business transaction have totally been stopped, and I am in a position of a nightmare.

In fact, I am now at a loss and caught on the horn's of a dilemma. My family is in stage of distress. Now a number of confusing questions arise in my mind. I cannot but help guessing on my miserable plight. A young, educated, prestigious and sported man belonging to an under-priviledged minority community is forced to face a series of difficulties, tortures and troubles. Sometimes I think, suicide is the only solution of this problem. But so far as duty is concerned, I have my wife and two little children (One son aged three years and one daughter aged one year). For their shake I am still alive. Is there no way out?
