Delay in completing and handing over of flats

I have booked the flat no. 301 & 302 in ApurvaVilla Apartment situated along road to Gokul Nagar from SH-25 behind Samarpan hospital at jamnagar, gujarat. The Builder is M/S Karia Assoiates, Keyperson of company are Mr. Ramnik bhai and Mr. Paresh bhai. His contact no. are 9825222804 & 9825606565. Same has been finaced by M/S Axix bank Ltd. wide loan A/C No. PH1750100039743 of Rs. 1400000.00. This was booked in Jan based on verbal date of completion as 31/07. Bank has financed Rs. 14.0 lacto party. Now party is not able to complete the building for residing. After several meeting and discussion along with bank personal, fail to get any result except new date or assurance. Based on past progress of work nothing is looking possitive. We are paying bank interest without any returns, which is not affordable by me. Same has been ragistered on 31.03.2009 on the request of builder for getting legal formility like electricity and water connection etc.

So you are requested here to kindly intervene in this and provide us the justice at earliest.
