LOTTERY WINNING

I have got a mail from Microsoft telling that I have won a lottery prize and they are sending it through parcel and I have to pay for the courier services. I just want to know that is it a fake mail? and if it is a fake mail then forum should do something to handle such situations and fraud and must do something against these companies.
