Electric meter not transferred to our name

Hi,

I am Bhavana Mehta. I purchased a flat in Parmar Square, Kharadi. Its agreement was done on 29th Nov. 2007 and we got the possession on 18th Dec' 07. The Builder has not yet transferred the electric meter to my name. Since 1.5 years we are regularly paying the electricity bill which is coming on the name of Jugraj Parmar (owner of parmar construction company); we have requested him so many times to transfer it to our name but he is not doing it.

I have attached a copy of possesion letter and recent electricity bill (May).

Please do the needful.
