No contruction work as promised & ask for further payment unnecessary

I have registered a 2 bedroom flat in dharuhera by paying a amount of Rs. 1, 90, 000.00 on 05-01-07 through ashirwad properties, Sikandarpur. They always asked for money but as I visited the site there was no sign of construction. So I did not paid the amount as demanded. When I gave the letter there was no clarification from their part and further it stated about cancellation automatically. I am a senior citizen whose earnest money is taken and waiting for response till date. No contruction work as promised & ask for further payment unnecessary. If possible tell me the measure how I can get the Registered amount refund.
