They are not refunding our money

They have collected huge amounts of money from the citizens of Lucknow for allotment of Plots. Their licence was cancelled by the chief minister Mayawati eversince they have closed their office at Lucknow overnight & escaped. For the refund all papers that their Delhi office required had been submitted 5 months ago since then they do not reply nor talk on the phone. Please advise how to get our money back.
