Arrogant behaviour of MTNL Support staff

I got my MTNL broadband installed only 3 days back (2nd Jan'09). Today I have formated my system and hence I had to reinstall the USB driver for the modem. To take support for doing the same, I have contacted MTNL, In so many of the attempts after waiting on line for more than 10 mins, when a person comes on line, he/she even without hearing or saying some thing, simply used to shut the receiver. When I have tried again in the evening, one of the agent who picked the receiver, simply said "You can complain to GM" and " I don't know GM's contact details".
How ridiculous it is on the part of MTNL. I don't know, who is that responsible person in MTNL, who can attend to the customer. My MTNL No. 25080617. I want some punishment to done to the people, who are least bothered about the consumers, because of whom these jokers get their daily bread.
