Disconnects after 4 minutes

My name is Bhushan Kataria. mtnl phone number 26303727, V A NO 2033246712. Isubmitted my application for new connection on 24/01. Got my installation bill even before connection. Since the day line man finished the installation that too in installation. He did such an installatin that from that day the internet has not worked properly ie connectivity is lost every 5 to 7 minutes. I am frustrated and looking for disconnection. help me pay my dues and get me out of this mess.
