Over billing

My no is 29814138 at G-38 Lajpat nagar-2, New Delhi, 2nd floor. the owner of this house is outside country from the past 3 months and the last bill send by MTNL was around 2400 which i paid as a care-taker of the house, i thought that the owner might have used but now the bill has again generated as 2300/- for the month of may, interesting thing is this that here is no computer installed from the past 2 months and the bill is 2300/- but on the tollfree no 1500, 1504 they dont know anything they only give other nos.and say talk there we dont know anything, what stupid people are sitting on the customer care lines.
