Internet connection gone kaput

8 months back i switched to mtnl triband combo unlimited 256 kbps with 100 free calls... i used to get speed around 200 kbps earlier... but now it rarely reaches 20 kbps... whenever i call 1504... they say its some problem with your computer... they suggest some changes in network configuration but the speed remains same... its 2 weeks since the problem... but no one from mtnl is listening... i call them everyday but they tell the same old story... i am in big problem as i wanted to download same software but it is taking ages... plz help :(
