Not getting speed accordin to plan

Sir, I am using a broadband connection and my plan is a combo 599 plan . i am using it on my landline connection (01125875660). i am not getting god downloading speed according to my plan.it's speed is 20-30 kbps . which is creating a big problem for me . so i request u to take action asap.
