Oadband speed complain

My broadband no: 011-25993190. I have opted for 256 kpbs but I get the speed of around 50 to 54 kbps. I have made several complaints on customer care and even sent the mail on the mail id provided by them but every time i receive the cal from them saying that the problem related with the server and will be rectified with in few hours but problem is still persisting.
