No download speed

Previously i was using the mtnl triband of 2mb unlimited which was then changed to 4mb unlimited

but after changing the line i am not getting the download speed i get only 30-40kb/sec&even though ihave done the speed test it shows below 2mb from last 1monts iam in follow everday they says that today it will we done but still my problem is not bean solved
