Complaint regarding landline phone no 27284422

The service wire of my landline phone no 27284422 from pole to my house is broken and is tied on the the roof of some neighbour who misuse the line i have reported this to lineman of narela exchange a lot of times but no action is being taken by him .as a result i have to pay extra. kindly remove the service wire from the existing pole to some other pole and change service wire with new.
