STD not activated

Sir, I, am a MTNL Mumbai landline owner since 25/03/09, bearing no.-27708168. I paid STD charges at the time of booking. I have been assured by MTNL, Nerul (Navi Mumbai) staff that I will get my STD facility also with the installation of the phone. But after my verbal complaint to the said staff no action has taken so far.
