Excess billing, no action taken on complaint

We got a new MTNL landline connection in Delhi in June-end. We went for a combo unlimited plan (Rs. 899) wherein unlimited internet was being offered for the month of July. On 29 July, we made a request for changing the plan to 250 combo on 1500 (customer care number) where we were given a request no. and assure dthat the plan would change in the next billing cycle starting from August 1. However we were surprised to see the bill of August which was delivered on September 15 that the plan had not been changed and they had charged us according to previous plan. On complaint, they said they don't keep requests and complaint information for more than one month and they would change the plan in the next billing cycle.

Thus, we were billed wrongly for the month of August and September. Despite several oral, online and written complaints, the matter has not been redressed till now.

We have been harassed financially and psychologically for no fault of ours. Moreover, the MTNL people are bent on proving us wrong by saying they don't have any requests registered from our side.
