MTNL/ Land Line Number
No. : 23886145 not working from last two months

My Number is :23886145. And it is not working from last two months.

The customer service number (22221500) issues complaint number every time you call up. But there is no follow-up and no status report. I have been given 6 numbers from customer services to do follow-up myself. All these are either busy or out of service or person picks up and says this is not my responsibility.

Over and above I have received the telephone bill despite of no services offered.

Please guide me how I should escalate this matter and punish for the poor services offered by the MTNL.
