Miss behavior of sub divisional enginee

Harresment and miss behavior of Your Sub Divisional Engineer Mr. R.B.Mishra from Rajiv Complex Chembur Mumbai for reactivating my Garuda Mobile No. 20555330 from last 5 days and when today again I requested for activating my above said phone Mr. R.B. Mishra told me to throw my handset in dustbin and warned me not to come to him since he is not responsible nor he is working for us. Mr. R.B. Mishra also infromed that it will make no difference for him if I make any complaint against him to the higher authority which was realy surprising for me to hear this from such a responsible person of your department. Now it is upto your end to take appropriate action on the subject matter. I am also forwarding the complaint to ministry of telecomunication, chief secratary maharashtra state.
