Retirement benifits such as PF & Final Settelment

I retired from the company on dated 31.12.08.All the NOC and other document is been cleared. My final settelment amount of Rs 113000 is been declared but yet not the final settelment amount and PF is been given to me. The cocern department is stating that lack of fund availability disburshment are not been finalised.
