Incomplete product delivered

I bought a 102 pcs multipurpose tool kit from Naaptol.com, in May. When the product arrived, it had only 52 pcs instead of the 102 mentioned in the newspaper advert, also I did not receive the free 32 pieces screwdriver set. When I contacted the company about the same. I was asked to send the product back via a courier service and they would refund me the money, only after 21 days. I complained to them that it was unfair to expect the payment at the point os sale, but would process the delivery only after 21 days. Please help me take this further.
