Running school in residential area

I reside in Mysore. My neighbour has rented out his house for running a school. This is creating a lot of inconvenience to us like continuous noise, hapazord parking of vehicles in front of my house by parents/guardians of children.

My query is as follows: Is it legal for the house owner to rent the place for the purpose of running a school.
