Sell cylenders in black and asking more money

My Consumer No- 609827. I've two cylenders. If one cylender completes I order for cylender. However I am not getting cyleder in time. When I enquire for the same, I fond out that thay are selling the cylenders in black market for higher rates. The delivery boy asked bride to deliver the cylender. I refused to give. Now my second cylender also completed. Though I can pay extra amount, I dont want to pay bride. Can some one help and to eradicate this kind of bribe and get gas genniuly to me.
