Transfer of National Saving Certificate

I purchansed National Saving Certificates from New Delhi Govindpuri Postoffice. Now the term is over and but I am in Pune. On the advise of Post Office in Pune I submitted an application to transfer NSC to Pune so that I can get my money which is already due.

It is already 8 months since I have sent my application but my case has not been transfered as yet. I do not get any response but a statement, " we have not yet received your papers from Delhi". This is highly frustrating the way Post Office handle transfer of such financial instruments. I am looking for an advise for the solution. Will going to Delhi help?

I will never advise my relatives /friends to buy such papaers.
