Non Receipt of Study Material

I have applied for the NCFM Derivatives Module on August 20 and have paid the requisite fees of Rs.1500/ by way of DD. I did not received the study material till 30th of August and I called up the Mumbai office, I was given the information that the material is being despatched on 21st of August itself and I was provided with the Courier details of chennai office. I called up the courier company in chennai and that person gave me the contact number of the delivery boy. When I spoke to the delivery boy he told that he will come and deliver the material before 3rd of September. I am continuously talking to the NSE Chennai office about the non receipt of the same with Mr Naveen and was againg told by NSE Chennai that I will be receiving the same within 14th of September.

Its already 17th of September and I have still not received the study material. I have the exam on 24th of September. I want a reply as to whose responsibility it is to despatch and confirm the delivery of the study material and Why i have to run from post to pillar to receive the study material which I was supposed to receive long time ago. If I am failed because of this who has to refund my fees amount of Rs.1500/ and the pain I have taken to get this material has costed me a lot in terms of my health bills. Please help me with an compensation on the same.
