Unfair trade paractice - Tambola Drama

Navbharat Times were running tamola competition. I completed 2 tickets and called the prescribed number to claim the prize. I could reach the number after 9-10 attempts. The person got all the details and told that the prize would be delivered in 2 weeks.

5-6 weeks have gone and I have not heard anything. Why are they allowed to resort such unfair trade practices to increase their sales?
