Problem in getting new connection

Sir/Madam,
I requested for a new connection on 1/1 request no 0809357143... All documents were submitted... But on 09/09/08 I recieved a sms "dues are found"... I immediatly call to costomer care and they told me that there is no dues on my address but in my localities many person had to pay their dues, therefore i could nt take new connection.. i surprised what were they saying if someone not pay their electricity bill then i i am not elligible for taking new coonection...
Its my heartly request please resolve this matter and give me new connection as soon as possible...
I dont have any due... Last bills of my house were already paid on 27/01...
