Permanent mete

I have applied for ndpl permanent meter & submitted rs twenty two thousand on first of september after that they issued meter on second of september . after that i request them daily to install my meter but from that very day they are harrasing me and demanding money . my request no is 1011428715... and meter no is 41404295033 . we are very poor people who could not fulfill there money demand.
