Non-payment of maintenance charges

Can the Registrar of Housing Societies help in ensuring that defaulting Members pay their dues of Maintenance Charges. In Neehar Apaetment Owners' Association, with only six flats in all, one member owning two flats has not paid dues for 5 years and this has resulted in deteriorations of the upkeep and condition of the building. But the Member continues to get common services like water, cleaning, parking, ligting of common areas free of charge.

How can the Association recover the dues and start getting regular payments from the defaulting Member?
