Not issuing my wife's passport

Dear sir/madam,

ref: passport application for Amy Zohmingthangi Sailo Choudhury

Being a landed family and in business and one of the oldest families from assam and based in gauhati having paying my taxes and duties as a citizen it pains me immensely to report such incidences that really puts us down.

Firstly, the police verification they said was pending then they said this was pending that was pending and i have sent my executive 4-5 times and they also do not divulge what is the reason they are not issuing passport. I have given address proof, marriage certificate, education proof, birth certificate, phone bills and many such supporting documents.

They have given me the below details for reference from the various verifications done :

IXSB/5/113/guwahati/PT-V (a) /08/130 dt 2.4.09 (verification number from kahilipara)

R/2823/pp/08 dt 21/7/08 (dc courts)

The reason i understand is probably not bribing them and anyway if need be i will never bribe but change the country i reside which is not for graduates and educated mindsets but criminals. Having obtained education from St. Stepehens college and understanding basic rights i hope someone will hear my plea and address my problem. I had submitted all my forms in july and now it is April and i am not sure how long it will take.
