Extra Monthly Billing

Dear Sir,

I live in Noida Sec-31 A Block. My problem is that my news paper dealer charge me extra billing every month (4-5 ruppes, sumtimes it goes 9 rs a month). I have talked to sum of my friends and confirm about their dealer, but they said that there is no extra billing at their end. And when i talked to my dealer he siad that he'll charge extra for packing (rubber band) nd for delivery in every season, and if you don't want to take then its your problem but i'll give it in my own way.

Is there any law that i can go with?

I have last 3-4 months bill copy also with me.
