Mentally Harrasment

I have taken admission in a institute for a computer course which have franchisee of NIIT ltd. I have paid one year fee in advance after

one and half year I just completed first semester of six months because of them. Now I want to get my second semester fee back But they are denying to refund. And according to there rules A person can apply for refund before the start of a semester. How can I get my money back?
