Not Refunding course fee

I had enrolled for a course in NIIT, Triplicane centre, Chennai somewhere in the Mar. But they had not called me for the course. They told me at the time they had difficulties in arranging a staff. I had asked them for a course refund, and they have agreed to refund it too, however they have till date remained to be very irresponsive about it. I have gone to the centre twice or thrice; still no response from their end. I don't have the receipt of the payment made. But I have a student ID card. Is there any way I can refund the amount I've paid for the course?
