Refund of Admission Fees

I took admission for GNIIT and C program only on the basis if my bank loan is approved and the concerned person at NIIT told me that the loan will be approved and if not they will return my entire admission fee and now when my loan is not approved where as i informed them about the same now they have only returned me 2981 out of 9800 and rest they are not retuning i have contacted the center head and director of that center now tell me what to do.
