Delay in Passport Issue and delivery

I have applied for passport with File Reference Number: 'E352498' on '01-09'. Police enquiry is completed 2 months back. When enquired with Hyderabad passport office, They informed that the passport is already dispatched on 22-Nov. Till now I have not received my passport. when checked in the Hyderabad passport office website, the status tracker says either the file number is wrong or not updated.
