Fraud by Nitishree Infrastructure ltd

I booked 2 plots with M/S Nitishree in 2006 and he promised to give possession in 6 months. I paid Rs 11 lacs to him (M/S Nitishree Infrastructure. Now neither he gives possession nore refund. Kindly advise how do I take him to law.
