Intenet connection not work

i am citizen of dehradun and i have take connection of bsnl broadband internet at 08.09.2008. my internet is not working it show error 678 and the computer did not responding. i complaine to 197 and sdo also. but my problem did not solve yet.

i take unlimited plan.
