Promo pack not for sale - still have to have pay

Sir,

I went to In & Out store to buy NIMBOOZ - a tetra pack drink, on the tetrapack it was written PROMO PACK NOT FOR SALE, still i paid.

Is it correct to charge inspite of the instructions written on the pack.

Ideally it should not be

In & Out Store located atr Andheri East, near petrol pump follow to charge the customers for the free pack.

Kindly look into the matter.
