Fraud No Construction Started yet

We have booked a flat in Nitishree Shouryapuram, it is supposed to be delivered in December, the construction has not yet started. They are now forcing us to move to their other projects which are also not complete. Please let us know what should be done. Should we try to take the principal amount back and suffer loss of approx. 6-7 lacs/ we should file a complaint in the consumer court. Our hard earned money appears to have gone waste. Please please suggest us, how should we proceed.
